Save the City of Philadelphia Office of Arts, Culture, and the Creative Economy

Philadelphia Mayor Jim Kenney released a revised budget for fiscal year 2021 in response to the coronavirus COVID-19 pandemic on May 1, 2020. Businesses have been closed and workers have been off the job for weeks, reducing the city’s tax revenue significantly. The Office of the Department of Finance projects that without any changes the city would have a $649 million deficit next year. The city cannot legally operate with a deficit. We understand that hard decisions needed to be made and that cut backs and program budget reductions were inevitable. However, to completely eliminate an office that supports a vital industry in the city of Philadelphia, especially one that has been hit very hard during this crisis, is short sighted and should be reversed.

In the new budget, the Office of Arts, Culture, and the Creative Economy was budgeted $0 dollars, down from approximately $4.4 million, effectively closing the office. Most of that budgeted money goes directly to the Philadelphia Cultural Fund, which gives grants to hundreds of non-profits in the city.

The presentation of the budget by the Mayor is only the first step. It still must be approved and voted on by City Council before July 1.

According to the Greater Philadelphia Cultural Alliance, the arts and cultural sector generates $4.1 billion in economic impact annually and supports 55,000 jobs. That creates $1.3 billion in household income and $224.3 million in state and local taxes.* The creative economy includes but is not limited to artists, musicians, painters, sculptors, dancers, actors, filmmakers, graphic designers, venues, theaters, museums, galleries, bartenders, waiters, chefs, box office workers, bouncers, sound engineers, tech crews, art/dance/recording studios, and all employed by those entities, as well as support industries such as accountants, lawyers, hotels, ride shares, parking, public relations, marketing, and media. On the other side there are the fans, patrons, concert goers, theater attendees, and more who support the arts and make the purchases.

Most of this industry has been shut down during this crisis and needs support now more than ever to rebound during the economic recovery.

The OACCE is also responsible for the Music Industry Task Force, the Mayor’s Cultural Advisory Council, Art in City Hall, all of Philadelphia’s public art, and funding the Philadelphia Cultural Fund which gives grants to numerous Philadelphia arts and culture non-profits.

Philadelphia is a vibrant city teeming with culture that has been driving our identity for hundreds of years. The art created in Philadelphia reaches well beyond its borders and has touched the world and helps drive our other industries through attention and attraction to our area. As we look to rebound and recover from this crisis, there are certainly sectors that are essential to our health and safety and must be prioritized. However, unless we take care to ensure our cultural health is also revived, we risk losing our spirit.

Philadelphia’s creative economy deserves proper representation in City Hall. Understandably, it is likely not possible for the OACCE to be budgeted at the same level as the original budget, however, the industry’s economic impact alone justifies that the office’s budget be more than zero. We are simply asking that the City of Philadelphia Office of Arts, Culture, and the Creative Economy not be eliminated.

PC: I’m excited to see your upcoming exhibition, Unintended Consequences. Can you explain
how the images in Unintended Consequences relate to the landscape historically? 

BL: I see these paintings and photographs as part of a larger art historical lineage that began in
the mid-1800’s and is still very relevant today. For instance, the Impressionists made paintings
that are now seen as merely pretty, colorful, and imbued with beautiful light, but if you look at
their subtext, the diffused light and color were caused by extreme air pollution from the
industrial revolution. Likewise, the landscapes in the show are quite beautiful and serene on the
surface, but they depict the continuing aftermath of industrialization and human impact on the
environment.

PC: How are the artists addressing climate change in Unintended Consequences?

BL: Jennifer Manzellas prints of abandoned industrial building facades along the Delaware and Hudson Rivers are the first images viewers see when they walk into the show. They imply the environmental impact of industrialization. Diane Burko’s photographs from the Arctic Svalbard as well as Greenland’s Ilulissat Glacier and Ekaterina Popova’s watercolors of Skagaströnd, Iceland depict melting ice caps in the polar regions. Moving south, Geoffrey Agrons‘ photographs and my own watercolors depict shorelines destroyed by hurricanes and tropical storms. These are increasingly impactful, intersecting phenomena for densely populated coastal areas that are being developed at the same time that melting polar ice is causing sea levels to rise.

PC: How has climate change impacted your own work?

BL: I was making theoretical and abstract work until this past January when I visited my
grandmother in south Georgia. I had the opportunity to explore the coastline and marshes from southern Georgia to Jacksonville, Florida. Exploring eroded dunes in terrifyingly disorienting fog and tromping as close to the edge of the salt marshes as I could get without sinking in, I witnessed the destruction, change, and extreme erosion that hurricanes and tropical storms have wreaked onto the landscape during recent years.

I began to focus on the environmental impact of these events and the interaction between human destruction of the wetlands and the development of desirable beachfront communities. To accommodate mass development of coastlines, flood plains and wetland areas were paved over, decimating an important source of natural flood control. An ever increasing coastal population means that the impact of the storms on humans is much greater since so many people lose their homes and businesses. After seeing the immense impact of the hurricanes, I came back to Philadelphia and completely changed what I was making.

PC: It sounds like you had a deeply moving response to this experience and that your work
became more personal as well as more focused on social and environmental change.

BL: Yes.

PC: What would you like people to take away from Unintended Consequences?

BL: These images deal with the beauty in the details, but they evoke the sublime: a feeling of
being very small in the face of something very immense and powerful like a storm, the climate,
or how tiny one is compared to a glacier. I hope the viewers will think about their place in the
universe.

Landscapes are a physical history of events that shaped them. In this exhibition, Geoffrey Agrons, Diane Burko, Brooke Lanier, Jennifer Manzella, and Ekaterina Popova raise questions about what events transpired that shape our current environment. The poetically unpopulated vistas in this exhibition subtly imply the lingering unintentional effects that humans have had on our planet in the wake of industrialization. Rather than being overly clinical or didactic, these images function as personal experiences of global phenomena.

Jennifer Manzella’s prints depict deserted urban landscapes, including vacant lots and derelict industrial buildings along the Hudson and Delaware Rivers. These structures, geometrically simplified silhouettes, have been forgotten in the wake of the decline of the American manufacturing industry. The empty spaces in her compositions are equally important as the vacant buildings.

Similarly, Geoffrey Agrons’ photographs feature mysterious structures such as the bones of piers along coastlines devastated by hurricanes. In much architecture there is an implicit assumption that we have dominion over our surroundings, but nature is unconquerable. Agrons has said that he only points his lens at something that breaks his heart, and indeed, there is a sense of melancholy and being lost in a vast space, trying to make sense of the aftermath.

The coastal areas in Brooke Lanier’s watercolors have been hit by multiple hurricanes in the past two years. Destruction of wetland wildlife habitats for real estate development exacerbates recurrent flooding. As warming oceans and melting glacial ice raise water levels, flooding from tropical storms has an increasingly devastating impact on highly populated coastal areas. Property highly sought after by vacationers and retirees is vulnerable to extreme weather. Carefully landscaped beaches are reshaped by storms and strewn with rubble.

Diane Burko’s photographs give a face to statistics, documenting of the regression of glacial ice. Burko accompanied climatologists to the Arctic Svalbard as well as Greenland’s Ilulissat Glacier to document the shrinking of polar ice over time. Her work contains an inquisitive quality that is also present Ekaterina Popova’s watercolors of Skagaströnd, Iceland. These images serve as visual proof, used for sharing a story once their creators return home.

The show is open to the public Tuesday through Friday 12 p.m. to 5 p.m., Saturday 10 a.m. to 2 p.m., and by appointment. A brunch opening will be held on May 5th from 12 p.m. to 3 p.m. Join us for coffee, muffins, and conversation with the artists.

The Bridge Magazine features 17 original articles written by everyday women on topics like international breakups, uncomfortable conversations with your gyno, how to tell your boss that you are pregnant, first loves, and felony convictions.

I had the idea for this project after realizing how little I was getting from the articles in women’s magazines. I could get better advice on life, love, and work from my dog… he is a REALLY good boy. I recognized that I was getting incredible advice from the women in my family because they actually have my best interest at heart. There’s a level of love, kindness, and realness in their wisdom. They are the ones who get real with me about how to deal with the three luscious black hairs that grow out of my chin. I needed a way to collect and revisit the great advice I was receiving from the wise women around me. Hence, The Bridge was born.

About Girls, Inc.

In partnership with schools and at Girls Inc. centers, we focus on the development of the whole girl. She learns to value herself, take risks, and discover and develop her inherent strengths. The combination of long-lasting mentoring relationships, a pro-girl environment, and research-based programming equips girls to navigate gender, economic, and social barriers, and grow up healthyeducated, and independent. Informed by girls and their families, we also advocate for legislation and policies to increase opportunities and rights for all girls.

DJ Robert Drake, Interview by Jimmi Shrode, 80’s New Wave Music

Robert Drake is synonymous with music in Philadelphia. When I met Robert in 1984, we were habitues of the Kennel Club, a now defunct New Wave/Punk Night Spot. The soundtrack of the Reagan era 80’s was New Wave/Post Punk music and we were steeped in it all. DJ Robert Drake is one of the most beloved radio and night club personalities in Philly. He started Sex Dwarf, a New Wave Dance Party following his 40th Birthday Party at Fluid Nightclub. Now in it’s 13th Year, Sex Dwarf is still going strong at Club Mousai at 1217 Walnut Street, Philadelphia. The second Friday of each month is a tribute to various influential New Wave Artists and music trends, such as the New Romantics, Synthpop and Electronic Music. You can listen to DJ Robert Drake on WXPN, Land of the Lost, all 80’s New Wave/Post Punk music, the Final Friday of the month from 7:00 – 11:00PM. Drake is also the co-host of Kids Cornera live, interactive radio show for children and host of Q’Zine; a look at Queer Culture and Arts at 11:30pm on Sunday nights. Who is DJ Robert Drake? Tell me about yourself.

“Born and raised in Philly, I carry my torch for Philly high and proud …. I love my hometown and always look for a chance to showcase it to new people. I’ve worked in radio for almost 30 years – all at one radio station (unheard of in this industry). I love music – but treasure my quiet time alone at home. I have a dog named Nomi – after my idol Klaus Nomi.”

What is your favorite part of being a Philly DJ?

“Being able to create a vibe and mood that will (hopefully) resonate with those attending the party – creating memories, friendships and even sparks of love by last call.”

Where’s your favorite place to play? Radio or clubs?

“While I love spinning for the masses – there’s something very personal about being on the radio. Even though I am reaching thousands of people at any second, I am talking to just one of them – and hopefully connecting with them as well.”

When did you decide to be a DJ?

“I stepped into the DJ mode back when I was hanging at a punk bar in Philly called The Love Club at Broad and South Streets … they had two scratchy Radio Shack turntables and I offered to play some of my LPs one happy hour … I was hooked! That had to be, wow – almost 27 years ago!”

Why do you prefer 80’s New Wave?

“As most people, it’s the soundtrack of my youth. But it’s also more – it’s inspired the current wave of pop music artists and so much of the 80s New Wave sounds like it could have been produced today … I love showcasing it!”

How would you advise aspiring DJ’s?

“As much as you might want to learn the best computer software programs – resist. Take time to learn the music itself. Don’t let the computer dictate what song should come next. Learn to read the crowd and be ready to make changes at any second. There’s no such thing as a playlist – so do NOT go into a gig with a plan. Just have fun!”

Thunderbird Lodge

Thunderbird Lodge in Rose Valley Pa., Life Drawing Workshop

Every now and then, you find an overlooked gem in your own back yard. And so it was with the Thunderbird Lodge in Rose Valley Pa. I’ve lived in this area my entire life, and I’ve driven by this location at least a thousand times, and yet I’ve never really noticed the Thunderbird Lodge. Hidden from view by decades of overgrown trees and wild vegetation, the Thunderbird Lodge on Rose Valley Road is now in the process of being renovated. The trees and vegetation have been trimmed and removed, and the building now takes it’s rightful place among the historic architecture of Rose Valley.

Thunderbird Lodge

Originally a circa-1790 stone barn, the building was converted into a home and studio for artists Alice Barber Stephens and Charles Stephens by architect William L. Price in 1904.  Charles was an authority on American Indians, and he named the Lodge after a legendary North American indigenous creature. Charles was a teacher at the Pennsylvania Academy of Fine Arts, and Alice was a successful illustrator. They raised their son, D. Owen Stephens (1894–1937) in Rose Valley, and painted there until their deaths.

Thunderbird Lodge

The Thunderbird Lodge then became the home of Allen Seymour and Mildred Olmstead. He was a lawyer, member of the Men’s Commission for Women’s Suffrage, and helped in the founding of the ACLU. Mildred worked with the American Birth Control League and was a director of the U.S. section of the Women’s International League for Peace and Freedom. Together they worked with the American Friends Service Committee, the National Association for the Advancement of Colored People. The house was used as a safe meeting place for other activists, including Jane AddamsJames FarmerGeorge Washington Carver, and Martin Luther King, Jr.

In 2015, the house was given to the community of Rose Valley and is now in the process of being converted into a museum that will feature the arts and crafts of the region, and on Sunday, Oct. 16, 2016, the Lodge held it’s first drawing workshop in the studios that were originally built for the Stephens. Studios that haven’t seen artists put pencil to paper in well over a hundred years.
